Creates a matrix from a list of elements.

len: Type: SystemInt32
The dimension of the matrix; that is, the row or column count.
xyris: Type: Microsoft.FSharp.CollectionsFSharpListTupleInt32, Int32, Double, Double
A list of elements. Each element should be a tuple in the form (row,col,real,imag).
